That's what you mean. The complete snapshot chain should be preserved and it should also be possible to restore the snapshot chain with the virtual machine. I understand.
I was assuming you mean that snapshots should be considered and that's what Veeam does. It takes the current state. For example, if you have 3 snapshots and the last one is active, this state will be backed up. If you revert to snapshot 1, Veeam will back up this running state.
But I don't know any backup software that can back up snapshot chains, too.
In general, VMware recommends not using snapshots for more than a few days anyway. So a backup would only make sense in a few cases.
