So just re-read your post. Did you actually add any VMs after the VSA cluster creation? HA will occur for any of these VMs on the datastores presented by the VSA.. but not for the VSA appliance itself (e.g. VSA-1). So if one of the esxi hosts failed, the VSA appliance residing on the host will remain unavailable but other VMs should successfully failover.
